Senate fails to keep student loan rates low

WASHINGTON (AP) ? An effort to restore lower interest rates on student loans has failed in the Senate.

The White House and most Senate Democrats favored restoring interest rates on subsidized Stafford loans to 3.4 percent for another year. But lawmakers on Wednesday were unable to muster the necessary 60 votes to overcome a procedural hurdle.

That left interest rates at 6.8 percent ? a rate that leaders from both parties called unacceptable.

Interest rates doubled on July 1 because Congress was unable to send a bill to President Barack Obama for his signature.

Few students so far have been affected because few sign their loans during the summer. But roughly a quarter of all federal lending is through the program and the new rates could affect millions of students.

It didn't take long for former public safety minister Vic Toews to start looking the part of a retired politician, donning a short-sleeved shirt and slacks and sporting his favourite sandals as he worked his last day as a Member of Parliament Monday.

Toews, who was on his way to Steinbach for his final constituency association meeting when I caught up with him, looks as relaxed as ever. With the weight of elected office lifted from his shoulders, Toews, 60, is now contemplating with almost giddy excitement his next career move into the private sector.

"It was really a personal decision by my spouse and myself," said Toews, who officially announced his retirement from politics Monday. "I always promised Stacey I would leave politics when our youngest son got into school."

Toews' son will be starting Grade 1 in the fall. And he said he'd like to be around a lot more to watch him grow up.

"I want to be there to watch him go through school," said Toews, adding the toughest thing for MPs with young kids is to watch them cry every Monday when it's time to return to Ottawa for the week.

Toews, who has a reputation as a no-nonsense, tough-on-crime politician, has actually mellowed in recent years.

Even he admits that if 18 years in politics has taught him anything, it's been to listen more and talk less.

"I've sort of been impulsive when it comes to speaking, I have very strong views on things," said Toews.

"Learning to listen to people, that has really been a good lesson to me."

It's not that Toews' tough-on-crime stance has weakened any. On the contrary, Toews says he believes more than ever that violent criminals need to face consequences for their actions and that law-abiding people have the right to walk freely and safely in their own neighbourhoods.

But it's how those messages are delivered that can always use improvement, said Toews.

A case in point was the federal government's Internet surveillance bill, designed originally by the previous Liberal government to snuff out cyber-criminals and child pornographers and developed further by the Tories with some added safeguards.

The intent of the bill itself was worthy. But it wasn't sold right, and it wasn't fully developed with the level of safeguards the public demanded.

Toews acknowledges the proposed legislation, which has since been shelved, needs to be further analyzed. But there also nees to be a greater understanding among the public how important it is for police to have more effective tools to fight cyber-criminals, including child pornographers, he said.

"I've seen what the police have brought to me, I see how children are abused, it's horrible," said Toews. "This is a problem that is expanding, its not going away."

Everyone in law enforcement and in Parliament knows police need improved tools to fight these growing crimes, said Toews. But because it's politically sensitive, nobody wants to touch it, he said.

"On the Internet issue people don't understand the issue yet and I appreciate that," said Toews.

"It's not their fault it's my fault for not explaining it more broadly."

But it's now unfinished business for someone else to take over. Toews says he's satisfied with the changes he's helped make over the years as attorney general and as public safety minister. But he says there is still a lot of work to do to reform the criminal justice system, particularly the procedural hurdles, red tape and court delays he says is bogging down the system.

"Process is encumbering our entire system," said Toews. "It isn't adding a quality of justice to the system it's simply making it become more tedious, more expensive, more burdensome and not really improving the quality of justice."

Toews -- a former Crown prosecutor -- says he's "pursuing opportunities in the private sector," although he won't say exactly what yet.

But he can guarantee one thing, it won't be as a lawyer or a judge in a court room.

His days of lawmaking and law enforcement are now over.

African Union to Send Eminent Personalities Team to Egypt

An African Union team of eminent persons plans to meet this week with Egypt's interim leadership, following the ouster of the democratically elected President Mohammed Morsi.

"Egypt is an important member of the African Union and we would not in any way allow Egypt to degenerate into chaos. We would do all we could to ensure that Egypt remains stable and prosperous, God willing,rdquo; said Ambassador Aisha Laraba Abdullahi, the African Union's Political Affairs Commissioner.

Abdullahi also called for peace and reconciliation in Egypt following violent clashes between supporters and opponents of Mr. Morsi's ouster.

"We note with deep concern the violence that happened on Friday and the early morning of Saturday,rdquo; continued Abdullahi, "We hope that the human-rights violation, the use of firearm to control protesters should be strongly discouraged. We frown upon that and we call for peace for reconciliation for tolerance, so that Egypt could bounce back.rdquo;

Abdullahi's comments came after newly installed President Adly Mansour appeared to back away from an announcement that former Director General of the International Atomic Energy Agency, Mohammed ElBaradei would be made prime minister. The Muslim Brotherhood says it rejects ElBaradei's appointment and vowed to protest until Mr. Morsi is returned to power.

The African Union suspended Egypt's membership Friday following the group's Peace and Security Council's meeting.

"The African Union will not tolerate unconstitutional [overthrow] of government of any form from any of its member states and this will remain our principle,rdquo; said Abdullahi.

"We call on the new authorities in Egypt to promote dialogue to reconcile to ensure that the constitution that would be drafted is [an] all inclusive one that would embrace everybody and promote peace, stability and hopefully development for Egypt, to ensure that as soon as they draw up a chronogram that they comply with the chronogram to ensure that this military action is not repeated.rdquo;

Abdullahi says the African Union will work closely with the North African country to restore constitutional rule.

"The AU is sending a team of African eminent personalities to discuss with the interim authorities so that they quickly set up a chronogram that would make them to go ahead and organize elections, which would hopefully, allow the country to also draw up a new constitution, go for elections and once that is done, we would be happy to re-admit Egypt back into the union,rdquo; said Abdullahi.

The African Union has also called for Egypt's interim leaders to ensure Morsi's safety after the military placed the former leader under house arrest after he was ousted.

"We continue to call for peace, for calm for respect of human rights for tolerance and understanding among the Egyptians,rdquo; said Abdullahi.

Dragon's Tale is an MMORPG casino game offering Bitcoin ...

If you've been hoarding Bitcoins, there are an increasing number of ways to spend your virtual currency, from buying pints in London or records in Berlin through to currency speculation.

And then there's gambling. Games developer eGenesis is launching a public beta of Dragon's Tale, which it's describing as "the first massively multiplayer role-playing casino... The Disneyland of gambling, and it's powered entirely by Bitcoins!"

Set in a 3D world, Dragon's Tale is a collection of mini-games for people to play and bet on. "You can tip cows, hunt for Dragon's Eggs, catch fish, run monkeys through mazes, feed ducks," explains eGenesis.

"There are 60 different games so far, with new ones being added all the time, and every one of them is a new take on gambling. About half the games are luck-based and half are skill-based."

The beta test starts on 12 July, but Dragon's Tale has been around for several years in its pre-beta form. Creator Andrew Tepper first announced the game in 2010 on a Bitcoin-related forum.

"What if there were a truly different kind of casino that existed as a persistent world? A world where everything that you see, everything that you can touch, was in fact some sort of game," he wrote.

"No traditional slot machines, card games, dice, but an RPG where your character advances by success at games of chance. Bitcoins rekindled that idea, and since learning of them, I've been brainstorming such a world."

Monkey Roulette within Dragon's Tale

The MMORPG aspect involves players chatting to one another and levelling up their characters' skills as they play, as Tepper explained as he announced the new beta test for Dragon's Tale.

"The first thing that stuck me about online gambling today is that it's a pretty lonely experience, typically one player in a web browser, watching a 2D slot machine," he said.

"I've taken what I've learned in the last 15 years building MMORPGs and for the first time applied that to gambling. I've created an intensely social world where players can explore the game world together, share techniques, and rely on each other as they level up by completing gambling quests."

Bitcoins aren't the only currency used for gambling in Dragon's Tale though: the game also supports credit cards.

Will players be happy to stake their hard-earned Bitcoins on a still-beta game of this nature? On its site, eGenesis warns that the game may experience the odd server crash, forcing its servers to "roll back a few minutes".

That wouldn't be good news for players who'd just won big, though. "If you lose Bitcoins due to a server crash, we'll do everything we can to verify any lost jackpots, and reimburse you for them," promises the developer.

Dragon's Tale is far from the only online game where people can gamble their Bitcoins, even if it's the first to add the MMORPG aspects.

Other examples of Bitcoin gambling services include Bit777, Bitino, SatoshiDice and BitZino. On the non-gambling side of gaming, the SteamBits website sells a selection of console and PC games in exchange for Bitcoins.

AP PHOTOS: 6 cities breweries helped transform

In once rundown urban districts across the country, craft breweries have helped to transform the neighborhoods around them.

Small business owners tackled the hard work of transforming industrial buildings, many of which had sat empty as demographic changes pulled manufacturers and residents to the suburbs.

Small-time, independent brewers have been one of the beer market's growth drivers. The number of breweries in the U.S. catapulted from 92 in 1980 to 2,514 as of May 2013, according to craft beer trade group Brewers Association. Barrels shipped have more than doubled in the past decade, and craft beer now makes up nearly 7 percent of a U.S. beer market that is growing slowly overall, according to trade publication Beer Marketer's Insights.

As the breweries churned out beer, they drew visitors and eventually new, young residents ? and more small businesses.

Here's a look at six breweries whose presence helped to change their surroundings:

DOWNTOWN DIGS: Boulevard Brewing opened in 1989 in its Kansas City, Mo. Westside neighborhood, creating a brewery out of a building that had been a railroad's laundry. While it probably would have been cheaper for the company to be in the suburbs, the brewery's managers are "committed urbanists" who like the idea of contributing to the vitality of the central city as opposed to building on undeveloped land in the suburbs, says Boulevard's CFO, Jeff Crum.

The building's renovation ranged from replacing pipes to cutting out a skylight to make room for tanks. And in order to grow, Boulevard had to buy the land around it from different owners, get approvals from neighbors and get the city to rezone the land around it.

The brewery, at first, struggled to attract visitors, but now draws about 50,000 people annually as the area around it picked up alongside a broader renewal in nearby downtown Kansas City.

"Not very many years ago this would be an area you'd stay the hell away from," says Danny O'Neill, who started a coffee roaster, the Roasterie, down the street from Boulevard in 1993. Boulevard helped him find his building, and nowadays the coffee factory and brewery host tours and weddings. "Somebody has to go in there first, and I think that's the role that Boulevard played," O'Neill says.

ON THE WATERFRONT: Harpoon Brewery opened on the South Boston waterfront in 1986, when it was surrounded by auto body shops and little else. Now the brewery draws more than 85,000 people a year from tours and tastings, and thousands more from festivals. These days, the city is focused on redeveloping the area. New apartment and office buildings, restaurants and a convention center sit nearby.

Harpoon recently negotiated a 50-year lease with the city. The rent will rise over time, but generally, long leases provide protection from spikes that can happen when an area becomes so popular that property values skyrocket.

RUST BELT REVAMP: Great Lakes opened in Cleveland's Ohio City neighborhood in 1988. The downtown neighborhood was "perceived as dangerous and blighted" into the 1980s, says Eric Wobser. He works for Ohio City Inc., a nonprofit that promotes residential and commercial development while trying to preserve the neighborhood's older buildings.

Great Lakes built a brewery and a brewpub. Other breweries and businesses ? a pasta maker, a bike shop, a tortilla factory, as well as restaurants and bars ? followed. Newcomers flock to the neighborhood, even though Cleveland's overall population is still declining. The city repaved the quiet street next to the brewery, Market Ave., with cobblestones, and poured millions into renovating a nearby 19th-century market.

BREWERY BUBBLE: In the waterfront Ballard section of Seattle, home to fishing shops, shipyards and boat fueling facilities for decades, six breweries have sprung up in the past two years. They joined Hale's Ales and Maritime Pacific Brewing, which both opened in Ballard in the 1990s.

Hale's Ales in 1995 took over a facility that had housed an industrial hose manufacturer and before that a maker of engines.

The neighborhood has become "softer," says Hale's Ales manager Phil O'Brien. "What used to be fishing shops are little restaurants ? what used to be hardware stores are now coffee shops."

While Ballard is still a hub of maritime industry, it has landed higher-income apartment buildings and has attracted restaurants and nightlife.

BROOKLYN BRANDS: When Brooklyn Brewery opened in the Williamsburg section of the New York City borough in 1996, its neighbors were mostly deserted warehouses and factories. Today, Brooklyn Brewery is surrounded by modern apartment buildings, trendy bars, shops and restaurants. There's still some graffiti, but that hasn't deterred the influx of new residents willing to spend a lot of money to live there. In the past decade, home values in the Brewery's neighborhood have more than doubled ? up 145 percent, according to real estate appraiser Miller Samuel. Brooklyn Brewery and another local craft brewer, Kelso, worry that rising property values will eventually force them out of their current neighborhoods.

ACROSS THE BAY: The tech boom has made one brewpub's growth plans more complicated. In San Francisco, 21st Amendment brewery is two blocks from AT&T Park where baseball's Giants play. Along with the bustling technology sector, 21st Amendment helped to transform the city's SoMa neighborhood.

"People refer to use as the granddaddy of the neighborhood," says 21st Amendment founder Nico Freccia.

Now the company wants to build an 80,000-square-foot brewery ? but property values are too high. The company has opened offices in the East Bay, and is scouting space there for the brewery, hoping to help revitalize an Oakland neighborhood.

London Markets: FTSE 100 holds higher; Goldman eyes 7,100 target

MADRID (MarketWatch) ? London stocks rose on Friday as investors basked in the afterglow of a statement by the Bank of England that many read as confirmation of a continuing easy monetary stance, and as Goldman Sachs put a year-end target of 7,100 on the FTSE 100.

But gains were not as pronounced as the day prior, as investors awaited key U.S. nonfarm payroll data. The FTSE 100 index /quotes/zigman/3173262 UK:UKX +0.10% ?logged its best one-day and percentage gains since autumn 2011, rising 3%, or 191.80 points, to 6,421.67.

Europe?s Week Ahead: Look to China

The debate over when the U.S. Federal Reserve will start to withdraw liquidity will continue to rage, especially with the European Central Bank and the Bank of England turning more dovish. But the focus will shift to China and the impact it is having on global growth.

On Friday, the index was up 0.4% to 6,445.62, as several miners stepped back from lofty prior-day gains. Shares of Rio Tinto PLC /quotes/zigman/182541/quotes/nls/rio RIO -0.57% ?? /quotes/zigman/155899 UK:RIO -2.79% fell 1.8%, BHP Billiton PLC /quotes/zigman/270355/quotes/nls/bhp BHP -2.16% ? /quotes/zigman/184879 UK:BLT -2.34% ?declined 1.6% and Glencore Xstrata PLC /quotes/zigman/5131911 UK:GLEN -3.17% ?dropped 2.8%. Shares of Randgold Resources Ltd. /quotes/zigman/349729 UK:RRS -3.21% ?fell 1.5% even as Nomura lifted shares to neutral from reduce.

Shares of Whitbread PLC /quotes/zigman/445964 UK:WTB -2.97% ?fell over 3% after UBS strategists cut shares to neutral from buy, after an investment day. ?While we view the new brand and international expansion plans positively, we do not think these initiatives change the near-term outlook,? said Jarrod Castle, analyst at UBS.

On the upside, GlaxoSmithKline PLC /quotes/zigman/146635/quotes/nls/gsk GSK +0.52% ? /quotes/zigman/263563 UK:GSK +1.20% ?rose 1.2% and Diageo PLC /quotes/zigman/208874 UK:DGE +0.94% ?gained over 1%. Barclays PLC /quotes/zigman/301787 UK:BARC +0.48% ? /quotes/zigman/152323/quotes/nls/bcs BCS +1.06% ?was also up over 1%.

Goldman Sachs said in a note on Friday that it was advising going long U.K. equities and targeting 7,100 for the FTSE 100. The investment bank gave three reasons for its view: first, the U.K. economy looks to be on an upswing and second, monetary policy looks set to ease further, especially after Thursday?s dovish statement from the Bank of England, led by new Governor Mark Carney.

?Third, our forecasts also envisage a gradual stabilization in euro area growth in the second half of the year. As one of the U.K.?s largest trading partners, the gradual improvement in growth here should also be a tailwind for the U.K. economy and U.K. markets,? said economist Noah Weisberger in a note.

With a squad full of World Cup hopefuls, many will look to earn their way into Brazil, but it won?t be easy.? The first hurdle for the United States in the Gold Cup will be Belize on Tuesday.

Before that is the friendly against Guatemala on Friday at 11 pm on NBC Sports Network.? Jurgen Klinsmann has already said the starting lineup for this match up will be the likely lineup for the beginning stages of the Gold Cup.

Guatemala did not qualify for the Gold Cup, but Klinsmann said he picked them because they will provide exactly the tune up the United States needs.

?They will make it very tight, they will have all the numbers behind the ball, and we have to find ways to break them down,? said Klinsmann in the pre-match press conference. ?I think they can give us a good test for what we can expect in the Gold Cup. That?s the reason why we asked them to play the friendly. It?s going to be tricky.?

With DaMarcus Beasley handed the captain?s armband, the defender knows the upcoming competition is a special one for many on the roster.

?We?ve got a job to do? said Beasley. ?Any advice I?d give the young guys who haven?t gotten a cap yet is take the opportunity. There?s a lot of guys including myself that got to the World Cup in 2002 ? it was this exact tournament. So you don?t take it lightly, you play every game like it?s your last.?

The Guatemala match will be an intriguing warm up, given it remains to be seen how Klinsmann will make use of several players on the roster both old and new.? Landon Donovan returns to the national team fold, while younger players like Jack McInerney and Max Diskerud will look to heed Beasley?s advice.

The last time these two countries met, the USMNT knocked Guatemala out of the World Cup regional qualifiers and began an 11-match losing streak for Los Chapines.? The Central Americans will certainly be looking for revenge as well as any possible way to get out of their funk.

One thing fans should look out for, even if it?s not entirely likely, is for Brek Shea to get a chance to play against Guatemala. He?s not on the Gold Cup roster, but has been training and traveling with the team, and is in the friendly squad.? There may not be too many chances for Klinsmann to get a good look at Shea for the future, so now may be a good opportunity.

Another position with a microscope over it will be the right-back spot.?? Look for both Michael Orozco Fiscal and Michael Parkhurst to battle things out.

Klinsmann only gets one chance to not just experiment but also get players to gel and work together in the system he?s devised for the Gold Cup.? It will be interesting to see how he makes use of it.

If you have more than one monitor on your desktop and want to free up some valuable workplace real estate, consider replacing it with an ultra-wide monitor like the AOC Q2963PM . This 29-inch display has a resolution of 2,560-by-1,080, a 21:9 aspect ratio, and an IPS panel that offers rich color reproduction. It offers every video port you'll ever need and is reasonably priced, but it's not without a few minor flaws; it loses luminance when viewed from a top and bottom angle and it lacks ergonomic adjustability.

Design and Features
The Q2963PM's massive screen is housed in a matte black cabinet with uber-thin top and side bezels. The side bezels are curve around to the back of the cabinet and the 0.75-inch bottom bezel holds a small shiny AOC logo. There are four function buttons, a power switch, and a blue LED power light on the right side of the cabinet. None of the buttons are labeled but that's not a problem; pressing any key brings up an on-screen label that uses large icons to describe what each button does.

All of the I/O ports are mounted on the wedge-shaped stand, which has a removable base so you can hang the monitor on a wall using the VESA mounting holes. On the right side of the mounting arm are DVI, VGA, and DisplayPort inputs, while halfway down the arm, just above where it is connected to the base, there is an HDMI input, a DisplayPort output, an audio input, and a headphone jack. The DisplayPort output makes it possible to daisy chain multiple monitors using special DisplayPort Multi-stream cables (not included). The stand has a hinge that lets you tilt the panel forward and backward but there are no height, swivel, or pivot adjustments.

Picture settings include contrast, brightness, gamma, and Eco mode, which is AOC's name for picture mode and includes Standard, Text, Internet, Game, Movie, and Sports presets. Color settings include red, green, and blue level adjustments, Color Temperature, and Dynamic Color Boost (DCB), which offers green, blue, and skin tone enhancement settings.

The Q2963PM comes with a couple of neat utilities, including Screen+, a screen splitter that lets you split your desktop into different panels, with each panel displaying a different window. All you have to do is drag a window to the selected panel and drop it. Also included is the AOC e-Saver power management software, and i-Menu, which lets you change picture settings using a keyboard and mouse rather than the function buttons. Included in the box are VGA, DVI, and HDMI cables as well as a resource CD. The Q2963PM is covered by a three-year parts, labor, and backlight warranty.

Performance
The Q2963PM uses an IPS panel that delivers rich color quality and good grayscale performance. It was able to accurately reproduce all steps of the DisplayMate 64-Step Grayscale test and there was no evidence of tinting in the middle of the scale. Colors were mostly accurate; as shown in the color chart below, reds and blues were nearly perfect (the closer the dot is to its corresponding box the more accurate the color) but greens were a bit oversaturated, which is fairly common among affordable monitors given green's huge color space. Fortunately, the saturated greens did not result in greenish highlights or skewed colors.

Viewing angles performance was generally good, although there was a slight loss of luminance when viewed from the top and bottom angles. I noticed this with the Dell UltraSharp U2913WM also. The Q2963PM's 5-millisecond (black-to-white) pixel response handled fast motion video without any noticeable smearing or blur. In fact, this monitor is ideal for watching movies, whether in a separate window or in full screen mode. It offers crisp image detail and the embedded 3-watt speakers are nice and loud, although they could use a bass boost.

The Q2963PM used 33 watts of power during testing while operating in Standard mode. That's a few watts less than the 29-inch Dell U2913WM (36 watts) and significantly lower than the 30-inch Dell UltraSharp U3014 (60 watts).

If you require a dual monitor setup but don't have the room on your desktop, the AOC Q2963PM is a good bet. It offers good color and grayscale performance, loads of video inputs, and multiple monitor support. And, it's reasonably priced. That said, a USB hub would be a welcome addition, as would a height adjustable stand. Both the NEC MultiSync PA271W and Dell UltraSharp 3014 offer multiple USB ports and highly adjustable stand, but you'll pay significantly more for these features and don't get the full Ultra-wide, 21:9 screen.

Report: Lovefilm will cease UK game rentals by August 8th

Lovefilm chops game rentals for new UK customers, will cut it altogether August 8th

Lovefilm has told Eurogamer that it will no longer offer game rentals by mail in the UK after August 8th. Additionally, the Amazon division confirmed via its blog that the option is no longer available to new subscribers. In addition, existing customers will no longer be able to add the service, a fact that only came to light when someone spotted it on a company FAQ (see the More Coverage link). Lovefilm apologized profusely for the non-communication, and explained that the change was made so it could focus on streaming content instead. It promised to contact subscribers "in the very near future" to confirm the policy, and "strive to communicate directly with our customers" rather than letting them find out through the media. The firm's yet to actually confirm that the service will be cut off completely next month, however -- perhaps that would be a good place to start.

Apple Q3 2013 earnings call to take place July 23, 5PM ET

Apple's next earnings call will be held on Tuesday July 23, at 5PM ET/2PM PT following the Q3 2013 earnings release that day. Typically on these types of calls, we'll be treated to a series of prepared statements by CEO Tim Cook and CFO Peter Oppenheimer, and it's always good to hear Tim Cook speak. Oh, and there'll likely be the standard question and answer session at the end.

The good news is that the call will be streamed live on the web, and anyone with an iOS device on 4.2 and up, a Mac on OS X 10.5 and above or a PC running QuickTime 7 can listen along as it happens. iMore will of course be bringing you full coverage as it all goes down. Any predictions?
